Bihar Voter List Revision 2026: Special Drive from November 12 to Focus on Youth, Persons with Disabilities
Patna: The Election Commission is set to undertake a Special Summary Revision (SSR) of electoral rolls in Bihar from November 12, giving eligible citizens an opportunity to register as voters, correct their details and ensure their names are included in the electoral list. The exercise will place particular emphasis on persons with disabilities (PwDs), young voters and eligible citizens who were left out of the existing electoral rolls.
According to a statement issued by the office of Bihar’s Chief Electoral Officer (CEO) on Wednesday, November 4, the revision exercise will be conducted with January 1, 2027, as the qualifying date. The initiative aims to improve voter registration and make electoral services more accessible, particularly for sections of the population that may face difficulties in completing the enrolment process.
The announcement was made following a meeting of the State Steering Committee on Accessible Elections (SSCAE), chaired by Additional Chief Electoral Officer Madhav Kumar Singh. The meeting reviewed measures to increase the participation of persons with disabilities in the electoral process and ensure that necessary facilities are available to them on polling day.
Special Focus on Persons with Disabilities and Young Voters
One of the major priorities of the upcoming voter list revision will be the inclusion of eligible persons with disabilities and young citizens who have not yet registered as voters.
Election officials said special attention would be given to citizens whose names are missing from the electoral rolls despite meeting the eligibility requirements.
Deputy Chief Electoral Officer Poonam Kumari said persons with disabilities would be able to apply for voter registration through both online and offline channels.
The initiative is intended to make the enrolment process more convenient and accessible, ensuring that physical or procedural difficulties do not prevent eligible citizens from exercising their democratic rights.
Young voters who have attained or will attain the qualifying age of 18 years by January 1, 2027, will also be able to apply for inclusion in the electoral rolls.
Which Forms Are Required to Add, Delete or Correct Voter Details?
The Election Commission has prescribed different application forms depending on the nature of the change required in the electoral roll.
Citizens can use the following forms during the revision exercise:
- Form 6: For inclusion of a name in the electoral roll, including applications by eligible first-time voters.
- Form 7: For objections to the inclusion of a name or requests for deletion of an existing entry, subject to the prescribed procedure.
- Form 8: For correction of personal details, shifting of residence, replacement of an Elector Photo Identity Card (EPIC) and marking a voter as a person with a disability.
These forms will allow citizens to address different registration-related requirements through the prescribed application process.
Voters should ensure that the information submitted in their applications is accurate and that the required supporting documents are provided wherever applicable.
Online and Offline Facilities Available for Voter Registration
To make the revision process easier, the Election Commission has highlighted several digital and offline facilities through which citizens can access electoral services.
Eligible voters can use the Voter Service Portal to submit applications and access registration-related services. The Election Commission’s helpline number, 1950, will also remain an important source of assistance for citizens seeking information about voter registration.
The Saksham App, designed to improve accessibility for persons with disabilities, and the ECINet App will also support citizens in accessing electoral services.
The availability of both online and offline application options is expected to help people who may not have easy access to digital facilities or require assistance while completing registration formalities.
Election Officials Review Accessibility Measures for PwD Voters
The meeting of the State Steering Committee on Accessible Elections also examined the facilities available to persons with disabilities during the electoral process.
Officials discussed measures to improve their participation and ensure that appropriate assistance is available at polling stations.
The committee’s review is significant because accessible electoral participation involves more than simply registering a voter’s name. It also requires suitable arrangements that allow persons with disabilities to participate in polling without unnecessary difficulties.
The meeting was attended by Deputy Chief Electoral Officers Ashok Priyadarshi, Manoj Kumar Singh and Ratnambar Nilay, along with Higher Education Department Director N K Agrawal and other officials and representatives.

Why Is the Special Summary Revision Important for Bihar?
The revision comes after the politically significant Special Intensive Revision (SIR) of electoral rolls undertaken in Bihar in 2025. The electoral roll revision process has remained an important subject of discussion, particularly concerning the inclusion of eligible voters and the procedures for addressing missing or incorrect entries.
The Special Summary Revision provides another opportunity for eligible citizens to seek inclusion in the electoral rolls and raise objections or request corrections through the prescribed process.
For young people approaching voting age, the exercise is particularly important as it provides an opportunity to become registered voters and participate in future elections.
For persons with disabilities, the emphasis on accessible registration facilities is an important step towards improving participation in the democratic process.
The Election Commission’s stated objective is to ensure that every eligible citizen gets an opportunity to register and that electoral records remain accurate and updated.
What Should Bihar Voters Do Before the Revision?
Citizens should verify their existing voter registration details and check whether their names appear in the electoral rolls.
Those who have recently turned 18, shifted their residence or noticed errors in their voter details should identify the appropriate application form and complete the required formalities.
Persons with disabilities who are not registered should also take advantage of the online and offline facilities available through the Election Commission.
The upcoming exercise will be particularly important for eligible voters whose names were not included in the existing list or who need corrections in their registration details.
With the draft electoral rolls scheduled for publication on November 12, Bihar voters will have an opportunity to examine the records and submit claims or objections before the final list is published on January 4, 2027.
